Bags as in air suspenion or Hydraulics for the low riders
Static means that the ride has been fixed, usually done with Coilovers
My opinion of the matter is that, i dislike the idea that "Oh, i can hammer the car down for any car show, but when i go home, i can raise it back to stock ride height and drive home"
I like the idea that you can have a slammed car and be able to drive it where-ever. If your slammed, you learn how to drive, what streets to take, how approach or descend a driveway. I see bags as the easy way out.
